Illinois' Next Clean Energy Chapter: What the CRGA Means for Businesses and the Grid

Illinois' electricity demand is growing rapidly as buildings electrify, data centers expand, and new technologies place greater demands on the power grid. At the same time, residents and businesses expect energy to remain reliable and affordable while the state works toward ambitious clean energy goals. Meeting these competing priorities will require more than additional power generation—it will require strategic investments in energy storage, grid modernization, and energy efficiency.
To address these challenges, Illinois has passed multiple clean energy laws to advance new energy production technologies and development improvements on the grid infrastructure. For example, the state passed the Climate and Equitable Jobs Act (CEJA) in 2021 and the Future Energy Jobs Act (FEJA) in 2016. These laws outlined milestones for the state of Illinois to transition using 25% renewable energy usage by 2025 and 100% renewable energy usage by 2050. While this is a hefty goal, the state achieved 26% renewable energy production by 2026 (Illinois | State Climate Policy Dashboard), yet without further intervention they will fall behind meeting its 2050 goal. Therefore, additional legislation has been enacted to help stay on track with these commitments.
In October of 2025, the Illinois Governor signed the Clean and Reliable Grid Affordability Act (CRGA) into law. This bill provides outlines and delegations to different government organizations, such as the Illinois Power Agency, to create procurement plans to ensure that the state is still on track to meeting the 2050 goals. This will be done through expanding battery storage to increase grid reliability to offset the demand from larger segments, such as data centers. The bill also focuses on increasing energy efficiency programs and electrification efforts to minimize the use of excess energy. Furthermore, lawmakers recognized the need for proactive solutions to protect both residents and businesses from sharp utility price increases. Therefore, this bill is a continuation of previous laws, such as CEJA and FEJA, to stabilize the energy market for residents and businesses through comprehensive resource planning.
An increase in grid storage capacity will not only improve grid reliability, but it will also support the transition to renewable energy and support disaster resiliency efforts. Within the bill, it has laid out that the Illinois power agency is tasked with creating a procurement plan to strategize how Illinois can increase grid storage by 3 GW, as well as 4.6 GW for wind power, and 6 GW for solar power.
The law emphasizes energy efficiency projects as a key strategy to offset increasing electricity demand. By reducing overall energy use, efficiency measures help limit stress on the grid and decrease the need for costly new generation infrastructure. While energy efficiency programs are already in place in the state, CRGA plans to prioritize energy efficiency projects, as it will help offset a significant amount of energy and mitigate the pressure of growing energy demand. Examples of energy efficiency projects can be seen at various levels, ranging from basic replacements of fluorescent lighting to LED, converting outdated energy intensive equipment with newer more efficient units, to better HVAC controls for residential and commercial properties. This bill creates stronger goals for energy efficiency programs run by utilities, such as ComEd and Ameren. This strategic approach increases public involvement, lowers consumer utility bills, and reduces load during peak demand times.
Increased electricity demand places added stress on the power grid and raises concerns about potential impacts on customers. One major driver is the rapid growth of data centers, which require large amounts of electricity to operate. As these facilities expand, policymakers and utilities must consider whether the grid can absorb the additional load without reducing reliability or increasing costs for ratepayers. CRGA responds to this challenge by prioritizing energy storage, which can capture excess power when supply is high and release it when demand rises. Together, storage and efficiency support a smoother transition toward electrification and renewable energy sources while helping protect customers from disruption.
Lastly, CRGA also improves the long-term planning and oversight of Illinois' energy systems. The legislation expands the authority of the Illinois Commerce Commission to conduct comprehensive resource planning thus allowing regulators to better evaluate future electricity needs and identify the most cost-effective mix of solutions. By taking a more integrated approach, CRGA helps ensure that investments made today will continue to benefit customers over the long term, reduce unnecessary costs, and support a reliable and resilient grid. Ultimately, this forward-looking framework positions Illinois to manage growing demand while continuing its transition toward a clean, affordable energy future.
While separate from CRGA, Illinois has also taken another significant step toward its clean energy future by lifting its longstanding moratorium on new nuclear development. Signed into law by Governor J.B. Prtizker, the legislation allows the development of advanced nuclear reactors, including small modular reactor (SMR) technologies. As the nation's leading producer of nuclear energy, Illinois is expanding its portfolio of carbon-free generation to help meet growing electricity demand while supporting its goal of achieving 100% clean energy by 2050.
In conclusion, Illinois’ clean energy laws reflect a broad, adaptable strategy for meeting climate goals while preserving grid reliability and affordability. Building on FEJA and CEJA, the Clean and Reliable Grid Affordability Act responds to rising electricity demand, resilience needs, and cost concerns. Through investments in energy storage, renewable generation, energy efficiency, and advanced technologies such as nuclear power, Illinois is working to stay on track for its 2050 clean energy targets. Continued policy support, innovation, and public engagement will be essential to achieving those goals in a way that is equitable, reliable, and economically sustainable for residents and businesses.
